Вообще, у меня в данном дополнении (с обновленным скайримом) тоже время от времени появляются различные баги, связанные именно с квестами. Долго копался и, наконец, узнал в чем дело. Оказывается, что некоторые стадии заданий не отмечаются, как выполненные (что не всегда отображается даже в игровом дневнике).
Просмотри журнал (все ли стадии заданий обновлены). Если нет (или отображены. но не обновлены фактически), то поможет консоль:
sqs — Показать Стадии Квестов
getstage — узнать стадию квеста
setstage — Устанавливает Стадию Указанного Квеста

Не уверен, может в данном конкретном случае и не в том причина. Но я свои проблемы с любым почти квестом решаю так: 1. Узнаю номера стадий квеста 2. Смотрю, все ли стадии выполнены (выполненные стадии отображаются с припиской единицы (1) не выполненные отображаются с припиской нуля (о). 3. Консолью принуждаю стадии квеста к исполнению (в случае, если де факто они выполнены, а скрипты не сработали).

Vampire Side
After speaking to Лорд Харкон, he will give a speech to the other vampires inside Замок Волкихар. He will command them to find a жрец Мотылька, the only one able to read the Elder Scroll. The best way to go about finding the priest is by talking to innkeepers, carriage drivers, and going to the Коллегия Винтерхолда for assistance. Серана will request to accompany you on this trip.
You will be directed to Драконий Мост by any carriage drivers or innkeepers you talk to about the moth priest. Once you are there, talk to one of the guards about the moth priest. They will tell you the moth priest went down the south road, across the Dragon Bridge. Along the road there will be a crashed carriage. Search one of the corpses around and find a note directing you to a ruin close by. You will have to fight your way through Стража Рассвета and make your way to the Moth Priest, surrounded by a magical barrier. Kill the nearby NPCs and search them for a keystone that you can use to shut down the barrier. Defeat the moth priest and seduce him into becoming your thrall after biting him. Travel with him back to Castle Volikhar, where you must order him to read the Elder Scroll, leaving you with more questions than answers.
If you exit the castle before Harkon finishes his speech, Serana might not come up and talk to you, making the quest impossible to complete.
If you attack the priest in Vampire Lord form your blood magic can completely kill him instead of just downing him, making it impossible to continue the quest.

Dawnguard Side
Изран will ask you to locate a moth priest. The best way is to ask Ураг гро-Шуб in the Коллегия Винтерхолда. You will be directed to Драконий Мост. Ask around; someone will mention that the moth priest was just there, and you will be directed to the southern trail (across the bridge), where you will find a destroyed wagon and some dead bodies. Find a note on the dead vampire. It guides you to a cave very close to the crash. Once you’re through the cave you will eventually see the moth priest. He is trapped; when you free him he will attack. After you defeat him he will apologize, and when you tell him you need him to read the elder scrolls, he will agree to come with you to the Форт Стражей Рассвета. He will read the scroll you have and find out you need to do more, leading to the next to quests.
If you exit the castle before Harkon finishes his speech, Serana might not come up and talk to you, making the quest impossible to complete.
If you attack the priest in vampire form your blood magic can completely kill him instead of just downing him, making it impossible to continue the quest.
